- Tuesday the council denied without prejudice Endura Development's request to annex 9.32 acres near North Atlas Road and West Prairie Avenue from Kootenai County (County Agricultural → R-17). The plan was up to 161 multi-family units. After about three hours of hearing, the hang-up was no concrete traffic study; estimates put about 1,071 new trips per day on Atlas and Daylily. Confirmed.
- Most public comment opposed the density next to an R-8 neighborhood. Council members Christie Wood and Kenny Gabriel stressed traffic and "the bigger picture" after Coeur Terre (up to 506 homes) was already approved nearby. Dan Sheckler and Kiki Miller supported it as the lowest-intensity use allowed by the comprehensive plan. It goes back to planning and zoning.

2. Hayden's $1.2M sheriff contract expired; city wants overtime, overhead and accountability spelled out #
- Hayden's law-enforcement contract with the Kootenai County Sheriff's Office expired Sept. 30 after the council refused to renew the FY2027 proposal. In a Wednesday release the city listed three blockers: overtime (more than $20K) with no clear formula, a 40% overhead rate with no detail, and no reporting that shows contract dollars cut crime in Hayden rather than raw timecards. Confirmed.
- Sheriff Bob Norris postponed a planned council appearance. KCSO said it will do no interviews on the contract, deputy hours or what happens without one. Under Idaho law the sheriff still owes state criminal-law enforcement in Hayden even without a city contract. Hayden also pays into the county justice fund via property taxes and says it won't pay twice for the same service.

3. CdA council covers BearCat shortfall from the general fund after a no-bid buy #
- Tuesday the council approved extra general-fund money for a $334,932 Lemco BearCat armored rescue vehicle the police department had ordered after the June 2024 lithium-battery fire destroyed the old armored vehicle and the support building. City law requires competitive bids over $250K; the 2024 emergency declaration was used to skip bidding. Confirmed.
- Insurance proceeds (~$2.24M) were mostly spent; about $178K remained. A Yeager memo says the purchase wasn't communicated to finance or encumbered. With a UTV and protective gear, the general-fund add-on is $204,432 (total package $382,482). - About 180–200 people filled Wednesday's Breakfast with the Legislators (Post Falls Chamber / Joint Chamber Public Policy). Housing and growth dominated. Recent state laws expanded starter homes and ADUs, limited local control of short-term rentals, and capped property-tax growth. Sen. Ben Toews framed it as getting "government out of the way" so the next generation can own, not only rent or leave. Confirmed.
